Scope of application:

Enterprises and institutions shall work out comprehensive environmental emergency preplans if environmental risks are of a large variety and multiple types of emergencies may occur.

Enterprises and institutions that discharge pollutants into the environment; enterprises and institutions that produce, store, manage, use or transport hazardous substances; enterprises and institutions that produce, collect, store, transport, utilize or treat hazardous wastes; and other enterprises and institutions that may encounter environmental emergencies shall prepare environmental emergency preplans.

Contents of the plan:

1. General provisions, including purpose of preparation, basis of preparation, scope of application and working principles;

2. Emergency organization and command system and responsibilities, including leading agency, working agency, local agency or field command agency, environmental emergency expert group, etc.;

3. Prevention and early warning mechanism, including emergency preparedness measures, environmental risk investigation and remediation measures, warning classification index, warning issuing or lifting procedures, warning corresponding measures, etc.;

4. Emergency handling, including procedures and measures such as starting condition of emergency plan, information report, advance disposal, hierarchical response, command and coordination, information release, emergency termination, etc.

5. Post-treatment, including after-treatment, investigation and evaluation, recovery and reconstruction, etc.;

6. Emergency support, including human resources, financial support, material support, medical and health support, transportation support, public security maintenance, communication support, scientific and technological support, etc.;
